Arbitration Mechanism for Research Papers
The researcher submits the research paper to the journal according to the specified publication conditions. The research must be formatted and submitted in three printed copies in addition to one electronic copy. The submission must be accompanied by the required form, duly certified by the Dean of the faculty to which the researcher belongs and by the Directorate of Scientific Research and Graduate Studies at the university, or by the relevant directorate in the case of research conducted at other research centers.
Research papers submitted for publication in the journal are peer-reviewed confidentially according to the following steps:
  1. The research is sent to two referees who are specialists with academic expertise, selected from faculty members at Syrian public universities, private universities, or from research centers accredited by the Ministry of Higher Education or equivalent institutions inside or outside Syria. Retired faculty members may also be utilized for reviewing research papers. Each referee has the right to request revisions only once, with an exceptional possibility to request a second revision if necessary.
    1. The referee is granted one month to study the research and make an appropriate decision: approve for publication, reject, or request modifications. The referee must justify any rejection with a report explaining the reasons for rejection or acceptance. If the referee exceeds the one-month period, the research will be assigned to another referee, and the delayed referee will not be entitled to a review fee. If modifications are requested, the referee is given fifteen days to review the revised paper.
      1. If one referee accepts and the other rejects the paper, it is sent to a third referee. The paper is accepted for publication if the third referee approves it; if rejected by the third referee, the journal apologizes for not publishing it.
        1. The research is rejected if:
          1. Two negative reports are received from the referees.
          2. Plagiarism is confirmed in the report of the committee formed to verify plagiarism after one referee indicates its existence.
          3. It is proven that the research has been rejected or published previously by the same or another researcher in any journal.
        2. The author is not allowed to withdraw their research after it has been sent for peer review under any circumstances.
          1. The journal may adopt electronic peer review and accept forms sent by referees via email.
            Handling Cases of Plagiarism
            1. If one referee acknowledges plagiarism, accompanied by evidence and scientific documentation, the journal takes the following actions:
              1. The plagiarism issue is presented to the second referee, and if they also confirm plagiarism based on scientific data, a letter is sent to the university presidency to take necessary measures.
              2. If the second referee does not confirm plagiarism, the research is sent to a third referee for a final evaluation.
            2. If both referees confirm plagiarism, a letter is sent to the university presidency to take necessary measures.
